- A map of existing problems, opportunities and needs in a specific thematic area defined and broken down into a list of demands for knowledge and technology through various modalities

- A set of scientifically, technically and socially validated procedures and criteria (terms of reference) for the evaluation and monitoring of projects
- An innovation network associated with a field of specific needs and opportunities, which co-finances and monitors the process
- A public call for projects that convenes and mobilizes various social actors to generate and transfer knowledge and technologies
Skills and Resources
- High capacity to manage and process information for the analysis of the environment and the exploration of the “State of the Art” of the various thematic areas of the Agenda and the actors linked to them
- Teamwork and leadership capacity for the coordination of the Agenda process
- Skills for negotiation and consensus building around the commitments generated by the Agendas, to achieve the socio-technical and financial commitments that underpin the Agenda

Learning Products
- A good part of the success of an Agenda lies in a well-done Call and this is achieved through, first, a thorough identification of the social actors linked to it and their potential participation as partners or allies. Second, through active and broad communication, which implies the use of creative dissemination strategies that go beyond mere publication in the press.
- It is essential to understand that the Agenda is a process of interactive construction, therefore of collective learning that requires the implementation of non-traditional skills in public policy: broad and permanent communication, negotiation and agreement, as well as monitoring of the process and reflection on it.
- It is essential that a good call for proposals ensures the broadest national and regional participation, to reach as many proponents as possible. It is also essential to communicate the Agenda's terms of reference precisely to the proponents, so that the proposals comply with the requirements and criteria that accompany the process.
- Given the change in logic and procedures required by the Agendas, efforts to coordinate and promote them must be both inter- and intra-institutional, that is, the Agendas must be sold both inside and outside the institutions that support and sponsor them.
