Phase 2: Call for applications. Presentation of pre-projects and Linking of Actors

This phase begins with a broad invitation and a declaration of convocation that the promoting organization makes to society around a field of problems, opportunities and needs. The objective is to facilitate the participation of the largest and most diverse number of actor from different sector, linked to the thematic area or problem already defined in phase 1, and whose solution can and should be addressed through the application of knowledge and technologies.

Starting from the fact that in the process of defining the thematic area, carried out in the planning phase, the first social actors with interests associated with this area were identified, this second phase begins with a public call (mainly through the printed media) to all interested parties to present pre-projects: researchers and research teams from different institutional contexts, groups of experts and consultants, education and training institutions, companies with high added value in knowledge, social development organizations (NGOs), etc.

To guarantee the greatest and widest coverage in this effort, the call through the press is accompanied by the sending of personalized invitations to the actors related to the area, accompanied, if possible, by the consensus document that offers the shared vision of the problem, and invites to occupy the space of participation and exchange of all the required knowledge. This list was obtained in the previous phase, when the working groups were held to define the problems and the database of related actors was compiled. It is important to emphasize that the institution promoting the agenda should have one or more offices in which there are trained personnel capable of responding to the doubts of the possible planners, as well as providing material relating to the call for proposals and guidance on the most appropriate way to apply the process.

Finally, in order to have as much preliminary information as possible to allow adequate planning for the next phase, a few weeks before the end of the pre-project reception period, monitoring is carried out by various means (e-mail, telephone, etc.) To estimate the receptivity and volume of proposals to be received.
